“The amendment prohibits retail establishments not regulated by SB 1053 from providing carry-out bags at checkout unless the bags contain at least 50% post-consumer recycled content, are accepted in curbside recycling, and are labeled with the manufacturer's name, country of manufacture, and post-consumer recycled content percentage. The amendment prohibits retail establishments from charging Electronic Benefits Transfer and Women, Infants, and Children customers for carry-out bags.”
